UK Councils Intend to Sell Off Social Clubs and Sports Centres to Balance Books

According to a recent survey of municipal councils, UK councils are preparing to sell social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of local authorities are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of public land and open spaces to support their budgets, but they argue they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a significant number of authorities attempting to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and utilising savings to manage increasing financial challenges.”

Detailed Examples of Planned Disposals

One local authority in southeast England said its asset disposal plan included the disposal of a retail complex in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Council Tax Increases and Broader Fiscal Strains

The survey of local authorities in the coalition, which covers several urban centers, further found that over seven in ten of authorities will need to raise local levies next April to cover the rising cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Patterns and Forecasts

Research of regional authorities this week also found local finances being stretched by the increasing figures of children and adults needing Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have delayed planned reforms to the special educational needs framework until next year after a policy document setting out those changes was recently delayed.

Disadvantage and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) covering English councils, several key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 IMD measures,” noted the report.

“Although only one key city is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data underscores the scale of challenges confronting municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that accounts for and responds to the actual extent of disadvantage and demand,” stated Michael Mordey.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of councils have cut or compromised care services in the last year, the survey revealed.
